# Service Agreement
Charlotte Backflow Test provides certified backflow prevention assembly testing services as required by municipal water authorities and compliance programs.
Testing services are performed by certified backflow testers approved by the applicable municipality or water authority.
The testing service may include:
* performing the certified backflow test,
* documenting the results,
* submitting results electronically to the municipality when required,
* administrative compliance processing,
* technician dispatch and routing,
* and related inspection services.
Booking a service constitutes authorization for Charlotte Backflow Test and its contractors or technicians to access the property and perform the requested testing service.

# Scheduling & Routing
Customers may select a preferred booking date or time window during scheduling; however, all appointments are scheduled according to technician routing, workload, traffic conditions, weather conditions, emergencies, and operational efficiency.
The selected appointment time is a requested scheduling window only and is not a guaranteed arrival time.
Backflow tests are generally completed within seven (7) days of the selected booking date unless otherwise communicated.
Customers acknowledge and agree that service may occur on a different day or time than originally selected based on routing efficiency and technician availability.
The customer is not required to be present during testing as long as the backflow device is safely accessible.

# Property Access
The customer is solely responsible for ensuring the backflow prevention assembly is:
* present at the property,
* properly installed,
* safely accessible,
* visible,
* operational,
* and available for testing at the time of service.
If the tester is unable to complete testing due to:
* locked gates,
* inaccessible areas,
* aggressive animals,
* blocked equipment,
* landscaping obstructions,
* buried devices,
* concealed devices,
* missing devices,
* water service being turned off,
* unsafe site conditions,
* incorrect customer information,
* improperly installed assemblies,
* or any other property condition outside the control of Charlotte Backflow Test,
the appointment shall still be considered a completed and billable service call.
The testing fee covers technician dispatch, travel time, routing, inspection effort, administrative preparation, compliance processing, scheduling, and reserved service availability — not solely the successful passing or completion of a test.

# Missing, Inaccessible, or Non-Testable Devices
Occasionally, technicians arrive and discover that:
* the backflow device is missing,
* the incorrect device was reported,
* the assembly cannot be safely accessed,
* the device is obstructed,
* the assembly is damaged or non-operational,
* or testing otherwise cannot be completed.
In these situations, Charlotte Backflow Test has still incurred labor, dispatch, routing, scheduling, travel, administrative, and compliance-related expenses.
Accordingly, no refunds shall be issued for:
* missing devices,
* inaccessible devices,
* obstructed devices,
* buried devices,
* failed devices,
* non-testable devices,
* abandoned appointments,
* customer no-shows,
* or conditions preventing testing that are outside of our control.

# Failed Backflow Tests
A failed backflow test does not constitute incomplete service.
The purpose of the appointment is to inspect and test the backflow prevention assembly and document and report the findings when required by the municipality.
If a device fails testing, the testing service has still been fully performed and the testing fee remains earned and non-refundable.
Repairs, rebuilding, replacement parts, corrective plumbing work, or retesting services are separate services and are not included in the original testing fee unless specifically stated in writing.
Additional charges may apply for retesting after repairs are completed.

# Municipal Reporting & Compliance
After testing is completed, Charlotte Backflow Test will make reasonable efforts to submit test results electronically to the appropriate municipality or compliance authority when required.
Charlotte Water or other municipalities may take additional time to process submissions.
Charlotte Backflow Test is not responsible for:
* municipal processing delays,
* incorrect municipal records,
* municipal database errors,
* device registration issues,
* delayed confirmations,
* or municipal inspection scheduling.
The customer remains ultimately responsible for ensuring compliance with all municipal notices, testing requirements, deadlines, and obligations.

# Availability of Test Reports
Charlotte Backflow Test will make reasonable efforts to provide customers with copies of submitted reports or municipal confirmations when available.
Copies may not be immediately available due to:
* municipal processing delays,
* municipal database issues,
* incorrect device records,
* unregistered assemblies,
* or delayed municipal confirmations.
Municipalities do not always automatically provide copies of reports directly to homeowners.

# Cancellation & Rescheduling Policy
Customers may request cancellation or rescheduling up to seven (7) days before the scheduled booking date.
Cancellations or rescheduling requests made within seven (7) days of the scheduled booking date are not eligible for refund.
Once a technician has been dispatched or routing and administrative processing has begun, the appointment becomes non-refundable.

# No Refund Policy
All completed services and dispatched service calls are non-refundable.
No refunds shall be issued for:
* completed tests,
* failed tests,
* inaccessible devices,
* missing devices,
* customer no-shows,
* municipal delays,
* incorrect customer information,
* or property conditions preventing completion of testing.
The customer acknowledges that valuable services begin immediately upon scheduling, including routing, scheduling, dispatch preparation, technician allocation, administrative processing, and municipal compliance preparation.

# Weather & System Conditions
Testing services may be delayed due to:
* severe weather,
* frozen irrigation systems,
* unsafe site conditions,
* or conditions preventing safe testing.
Service will be rescheduled or completed once conditions reasonably permit.

# Payment Authorization
By submitting payment, the customer authorizes Charlotte Backflow Test to perform the requested service at the property address provided during booking.
Payment reserves technician routing, scheduling, dispatch, administrative preparation, and service availability.
Charges may appear on credit card statements as:

# Payment Disputes & Chargebacks
By booking service through CharlotteBackflowTest.com, the customer expressly authorizes the requested service and agrees to these Terms & Conditions.
The customer acknowledges that:
* technician dispatch,
* routing,
* administrative preparation,
* compliance processing,
* travel time,
* and on-site inspection efforts
constitute valuable services rendered even if the device cannot ultimately be tested or fails inspection.
Customers agree not to initiate chargebacks or payment disputes for:
* completed tests,
* failed tests,
* inaccessible devices,
* missing devices,
* dispatched service calls,
* or municipal processing delays outside of our control.
In the event of a payment dispute or chargeback, Charlotte Backflow Test may provide documentation including:
* booking records,
* IP logs,
* SMS confirmations,
* email confirmations,
* technician notes,
* photographs,
* GPS records,
* municipal submissions,
* and acceptance of these Terms & Conditions
to the payment processor or financial institution.
Fraudulent or improper chargebacks may be pursued to the fullest extent permitted by law.

# Limitation of Liability
Charlotte Backflow Test shall not be liable for:
* pre-existing plumbing defects,
* defective backflow assemblies,
* frozen systems,
* concealed conditions,
* inaccessible devices,
* water interruptions,
* municipal processing delays,
* municipal inspection requirements,
* or conditions outside of our reasonable control.

# Communications Consent
By booking a service through CharlotteBackflowTest.com and providing contact information, the customer consents to receive:
* appointment confirmations,
* scheduling updates,
* service notifications,
* municipal submission notifications,
* annual testing reminders,
* emails,
* phone calls,
* and SMS text messages related to service.
Standard message and data rates may apply depending on the customer’s carrier.
Customers may reply STOP to opt out of SMS communications.

# Acceptance of Terms
By booking service through CharlotteBackflowTest.com, the customer confirms that they have read, understood, and agreed to these Terms & Conditions in full.
